Is Karabakh Provision diluted for opening the borders with Armenia?

The government of Justice and Progress Party has not worked proper calculations out on two things to bring “Armenian Rapprochement” in. The former, the size of coming reactions from the public opinion and government of Azerbaijan on the subject of openning the borders with Armenia and secondly, the sensitivity of Azerbaijan case on Turkish public opinion. As a matter of fact, because of these two calculation mistakes on ‘Armenian Rapprochement’,the relationships between Turkey and Azerbaijan have come to almost an end and Prime Minister Recep Tayyip Erdogan had to go to Baku to repair the relationships with Azerbaijan.
 
At the time of Prime Minister Tayyip Erdogan visit to Baku in 12 May 2009,he has firstly met with Prime Minister Artur Rasizade and President of Republic İlham Aliyev and then has made a speech in a special session of Azerbaijan Parliament.Erdogan has exactly said that; “There is a causal connection here.Occupation of Nagorno-Karabakh is a cause,closure of the doors is a result.Turkey closed the doors because of the occupation.It is impossible to open the doors before passing of occupation. Today I am obviously conveying that in Baku, too like i have conveyed many times before.”
 
While ,as all known ,the Nagorno-Karabakh was a self-governing territory in Azerbaijan territory and has not any borders with Armania, the self-rule statute of Karabakh is annuled by Azerbaijan Parliament in 26 November 1991 upon Armenians enterence into conflict in the territory with the supports of Armenian Armed Forces.However,by the reason of Armenian conflicts beginning from 1988,both Nagorno-Karabakh territory and periphery of Nagorno-Karabakh and actually Nagorno-Karabakh territory and/or seven more provinces which does not have any links with previous self-governing terrytory  are occupied by Armenian Armed Forces.From 1988 to the date of ceasefire in 12 May 1994,totally 890, provinces, villages, towns and allocation unites, included all Nagorno-Karabakh and 7 provinces around there, it is about %20 of Azerbaijan territory, were occupied.Armenian Armed Forces occupied; Khojavend in 18 February 1992,Khojaly in 25 February 1992,Shusha in 8 May 1992, Lachin in 18 May 1992, Kelbajar in 4 April 1993,Agdam in 23 July 1993, Fizuli in 26 August 1993, Zangelan in 27 October 1993, Jebrail in 26 August 1993, Qubatlı in 31 August 1993.
 
As already mentioned about, Prime Minister R.T.Erdogan’s point is that protocols will not be approved “before the passing of Nagorno-Karabakh occupation” in his speech in Azerbaijan Parliament.ln other terms,Erdogan alleged not just passing of 7 provinces occupation, but also the Nagorno-Karabakh as a provision.
 
After this speech of Prime Minister,Foreign Affairs Diplomacy asserted that Prime Minister have not meant that, what he wanted to mean was not the Nagorno-Karabakh, just the 7 provinces except Nagorno-Karabakh.
 
Later on,with both the performances of OSCE Minsk Group and pessimistic treatments of Yerivan governmernt the thesis on release of 7 provinces was sharpened and now Turkey permission to open the borders with the provisions of minumum 5 provinces release of 7 is convoyed.However, Armenia did not even confer bargain. At this time, the government started to convey its ‘in the situation of any resolution existence on Nagorno-Karabakh Question’ rhetoric.However, there has not occured any progress in the process.Within the whole inoperative process, the summit between Erdogan- Sarkisyan in USA is made and after this summit turkey conveyed a new roadmap is prepared within this period.
 
Only two provinces needed to be released is convoyed as a provision in the new roadmap of Ankara. However, the problem have not been solved yet. On one hand,Armenia want to keep seperate Nagorno-Karabakh Question and the normalisation process between Turkey and Armenia from each other.On the other hand,Azerbaijan is needed to be convinced to the new situation.For this reason,the Minister of Foreign Affairs Ahmet Davutoğlu went to Baku after the Clinton-Nalbandyan summit in 19 April 2010.
 
While the Nagorno-Karabakh provision of Turkey is diluted to make it more reasonable and acceptable for Armenia,it is observed that Ankara started to change its attitude.According to the new perception,passing of Nagorno-Karabakh occupation is not a prerequisite for Turkey.This perception is firstly arised from Ahmet Davutoglu’s speech in a think tank, the Council of Foreign Relations in Washington.Davutoglu has said that they did not put the Nagorno-Karabakh question as a provision to the normalisation process with Armenia. The same perception came out from the Prime Minister Erdogan.Erdogan conveyed in an NTV program in 18 April 2010 that, the Nagorno-Karabakh provision does not belong to Turkey,belongs to Azerbaijan.lt seems that both Davutoğlu and Erdogan are trying to sound out with this kind of attempts and Turkey, in the face of pressure from USA, will open the borders even not in 24 April, but in Autumn, Even Obama will use the term ‘genocide’ in Armenian language in 24 April,the House of Representatives is getting ready to put its English version on their agenda in Autumn.ln that case, Armenians are triying to approve genoside drafts in both national,federal and local councils and to open an international convention for signature until 2015.
